MINUTES OF SILK WILLOUGHBY PARISH COUNCIL MEETING HELD ON 29 JULY 2021 AT 7.30PM IN THE VILLAGE HALL.

Present:            Cllrs Mrs Roberts,  W Thackray and F Wright
                
In Attendance:    Three members  of the public and Denise Gascoyne Parish Clerk

Public Forum: 
The Clerk confirmed that Mr A Wilson was unable to attend, therefore the proposed car park would be deferred to a future agenda.

Two of the parishioners wished to speak on the same subject. They said there had been a marked increase in the number of heavy goods vehicles travelling through the village, some as early as 2.30am. This was not just vehicles from  Mountains but construction vehicles from Handley Chase. They both felt there should be a fairer distribution of traffic and some should go through Sleaford. Parish Councillors felt little could be done, but they agreed they could contact the County Councillor and New Earth Solutions(West)Ltd (formerly Mid UK/Mountains). 

The School Lane sign is damaged and needs replacing. This request will be forwarded to Highways.

The meeting began at 8.00pm

1.Election of Chairman:
As Alan Wilson had resigned at the last parish council meeting, a Chairman needed to be elected. It was proposed, seconded and
Resolved: that Cllr Mrs Roberts would be Chairman of the Parish Council.

2.Apologies for Absence: There were none.

3.Declarations of Interest: Cllr W Thackray Item 9(a) Planning.

4.To approve and accept as a true record the notes of the Annual Meeting held on 27 May 2021. It was proposed, seconded and

5.County Councillor and District Councillor Report:
a. County Cllr A Hagues was unable to attend the meeting. He had emailed his report LCC had underspent £10m and this would be allocated to repairing potholes. The roundabout at Holdingham was on track for completion before Christmas. Road works between the A15 Cranwell turn off and British Crop Driers would be completed soon.

Cllr Thackray reported that the dead trees between Pennell’s Garden Centre and Mountains Yard was still there.

Resolved: to contact County Cllr Hagues and ask him to contact Highways to remove them.

b. District Cllr R Jackson was unable to attend the meeting. He had emailed his report. The NK Community Champions award 2021 had been launched with closing date 01 September. Bins with purple lids would be allocated to all homeowners. This would be for paper and card and collected monthly. Rollout begins in August. The consultation period for the local plans ends on 24 August. The Boundary Commission proposes changes for the Sleaford and North Hykeham constituency and Heckington Rural and Osbournby Ward could be moved into Grantham. The closing date of this statutory consultation period is 02 August 2021. 

6.Vacancy for a Parish Councillor:
a. The Clerk confirmed we may co-opt a parish councillor on to the parish council. Mr Keith Wright had expressed an interest in becoming a parish councillor. As he was the only candidate Mr Wright was co-opted on the parish council and filled in the necessary forms. 

b. The Clerk confirmed that John Collinge had resigned as a parish councillor. NKDC had been informed and if no election was called we may co-opt at the September meeting.

7.Parish Clerk Update and Report:
a. The Clerk had received a complaint of overhanging trees at The Rectory, Church Lane. It was proposed, seconded and
Resolved: to write to the landowner and ask him to cut the overhanging branches back.

8.Finance:
a. The Approval list of Cheque payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to pay the following cheques and these were signed by Cllr Thackray and Cllr Wright.

9.Planning:
a.21/0841/TCA – Planning application for reduction of up to 3m trees 22 London Road.

Resolved: to make no comments on this application.

b.21/0652 Approval of Reserved matters application for erection of five dwellings – land adjacent to 30 Gorse Lane. FOR INFORMATION ONLY.

c. 21/0717 Amended details and planning permission for erection of two-storey side extension, single storey rear extension and extension of dormer windows 6 Rowan Drive. FOR INFORMATION ONLY.

10.Councillor Reports:
a. The Chairman reported that she had written to NKDC asking about trimming the trees back overhanging the pond. 6 Ash and 4 Sycamore. She had been informed these were the subject of a TPO so a planning application would need to be submitted. It had been suggested that the pond had low oxygen levels and it  might be an idea to purchase plants to help with the problem. After a short discussion it was proposed, seconded and
Resolved: that Cllrs Wright and Thackray investigate and report back to a future meeting.

b. The Planters were still not filled with plants,  and it appeared the problem would be maintaining them. The Chairman would investigate and report back.


11.Correspondence:
a. LALC e-news. – circulated to all Cllrs. One of the items in the LALC e-news was the purchase of a Beacon for the Queen’s Platinum Jubilee. Cllrs agreed this event should be celebrated, and to contact the village hall committee, to see what plans they had for this. The Parish Council agreed in principle to purchase a beacon.

Resolved: that The Chairman discuss this with the village hall committee, and to inform them the parish council were willing to purchase one as part of the Platinum Jubilee celebrations.

b. Central Lincolnshire Local Plan Consultation – circulated to Cllrs Mrs L Roberts and Dr J Collinge.
c. NKDC Gambling Policy Consultation – circulated to Cllrs Mrs L Roberts and Dr J Collinge.
d. Neighbourhood Policing – circulated to all Cllrs.
e. LCC Broadband Connectivity – circulated to all Cllrs.
f. Temporary Traffic Restriction Gorse Lane (between Mareham Lane and a point 660m west) 12.07.21 to 06.08.21 as and when necessary. FOR INFORMATION ONLY.
g. NKDC updates – forwarded to Cllr Mrs Roberts and Dr.J. Collinge.

12.To Accept and Adopt Updated Policies:
a. The updated Standing Orders had been circulated to all Cllrs.

13.Training:
a.The Chairman had attended a zoom meeting ‘Understanding the Planning System’ She said she had found it highly informative.

14.Date of Next Meeting:
a. The date of the next meeting was noted as 30 September 2021.
