MINUTES OF SILK WILLOUGHBY PARISH COUNCIL MEETING HELD ON THURSDAY 27 MAY 2021 IMMEDIATELY FOLLOWING THE ANNUAL MEETING AT 7.45PM

Present:            Cllr A Wilson(Chairman) Cllr J Collinge (Vice-Chairman),                 Cllrs F Wright, Mrs L Roberts, and W Thackray.

In Attendance:    County Cllrs A Hague, District Cllr R Jackson, and Denise Gascoyne Parish Clerk.

Public Forum: No members of the public present.

The meeting began at 7.45pm

1.Chairman’s Welcome and Housekeeping Arrangements:
a. The Chairman welcomed everyone to the meeting, the first face-to-face since September 2020.

2.Apologies for Absence:
There were none.

3.Declarations of Interest:
There were none.

4.To approve and accept as a true record the notes of the meeting held on 10 September 202 and updated to 31 January 2021.
It was proposed, seconded and
Resolved: that the notes of the meeting held on 10 September 2020 and the update to 31 January 2021 be accepted as a true record. These were signed by the Chairman.

5.County Councillor and District Councillor Report:
a. Councillor Wilson reminded County Cllr Hagues that the dead trees between the Garden Centre and Mountains Yard had still not been removed and encroaching on the verges. He would report this to Highways.
b. District Cllr Jackson had forwarded a report which had been circulated to all Cllrs. He did say that NKDC offices would not be open until next year at the earliest.

6.Parish Clerk Update and Report:
a. The Clerk confirmed that a copy of the Village Hall Accounts had been received. FOR INFORMATION ONLY.
b. The Clerk confirmed that 35 School Lane had changed its house name from Kaya Ka Tina to Rosa Mystica. FOR INFORMATION ONLY.

7.FINANCE:
a. The Bank Reconciliation and Cashbook to 30 April 2021 had been circulated to all Cllrs.

Resolved: to accept the Bank Reconciliation and Cashbook to 30 April 2021
b. The Approval List of Cheque Payments had been circulated to all Cllrs. It was proposed seconded and
Resolved: to pay the following cheques and these were signed by Cllr Wilson and Cllr Wright.

8.Planning:
a. 20/1720 Planning refusal to vary condition 2 (restricted occupancy period) to 6 months continuous habitation or 48 weeks out of 52 weeks of a year. It was refused on the grounds of insufficient evidence that it is essential. The applicant has six months to right to appeal. FOR INFORMATION ONLY.

b.21/0386 Planning application (as neighbouring parish) erection of residential/dementia care home Handley Chase. FOR INFORMATION ONLY.

c. The Chairman explained that the site had not yet been started. The archaeologist has had 77 trenches dug so far. At this stage we have no idea when the work will begin.

d. 21/0653 Reserved matters application for the erection of 5 dwellings land adjacent to 30 Gorse Lane.
It was proposed, seconded and 
Resolved: to make no comments on this application.

e. A complaint had been received re operating hours of machinery on Gorse Lane. After a short discussion it was proposed, seconded and
Resolved:  to write back saying whilst we sympathise, there is nothing the parish council can do.

f. 21/0717 Planning application for erection of 2-storey side extension, single storey rear extension and extension of dormer windows 6 Rowan Drive.
It was proposed, seconded and
Resolved: to make no comments on this application.

g. 21/0746 Planning application to reduce Lime Branches 20-30ft St Deny’s Church. It was proposed, seconded and
Resolved: to make no comments on this application.

9.Correspondence:
a. LALC e-news – circulated to all Cllrs.

10.Cllr Reports:
a. Cllr Mrs Roberts updated Cllrs on the pond. She said there had been a terrible smell and dead fish in the pond. She had contacted Anglian Water and the Environment Agency. The water was tested and there was ammonia in it. The drains have down been cleared and the water is flowing. Some vegetation had been cleared back, but more needed to be done. It was believed the vegetation was on Highway’s land. District Cllr Jackson agreed to forward the Tree Officers contact details at NKDC. It was proposed, seconded and
Resolved: that Cllr Mrs Roberts contact the Tree Officer and assess what needs to be done.

b. The Planters were still at the home of Cllr Roberts. These were very heavy, and help would be needed to put these in place. There was also the problem of maintaining them. After a short discussion, it was proposed, seconded and
Resolved: that Cllr Mrs Roberts contact the parishioners who looked after the original tubs last year and see if they were willing to maintain them this year. Cllr Mrs Roberts would report back to the next meeting.

c. Cllr A Wilson had circulated a plan showing proposed entrances to the car park. The cost of the car park was estimated at approximately £80k. Cllrs also discussed the possibility of improving the hedge and path at Rowan Drive. This was all subject to monies being received from the Solar Farm. Cllrs discussed this in full and decided the entrance that came out on School Lane was the best option. It was proposed, seconded and
Resolved: that Cllr Wilson would show the entrance on the plan and forward to Aswarby Estates.

11.Training:
a. No training offered this month.

12.Date of Next Meeting:
a. The date of the next meeting was noted as 29 July 2021.

Before the meeting closed Cllr Alan Wilson announced his resignation. He said that due to ongoing health issues, he felt it was time to retire. He thanked all Cllrs and the Clerk, He thanked County Cllr A Hagues and District Cllr R Jackson for all their input. He also said I am so pleased to see the footpath has now been done, after 7 years of trying.

Cllrs were surprised and saddened by the news. Cllr Collinge said it was a pleasure working with you. He also outlined some of the successes he had achieved including dog bins, speed signs and the  defibrillator.  All Cllrs thanked him and wished him luck for the future.

The Clerk explained that she would now inform NKDC that we had a vacancy on the council. If no election is called, we should be able to co-opt at the next meeting.

There being no further business the meeting closed at 8.55pm
