SILK WILLOUGHBY PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 28 NOVEMBER 2019 AT 7.30PM IN THE VILLAGE HALL

Present:

Cllr A Wilson (Chairman)

Cllrs F Wright, W Thackray, and Mrs L Roberts 

In Attendance:    County Cllr A Hagues, District Cllr R Jackson, 1 member of the Press and Denise Gascoyne Parish Clerk

Public Forum:        There was no public forum.    

1.Chairman’s Welcoming Remarks

a. The Chairman Cllr A Wilson welcomed everyone to the meeting.

2.Apologies for Absence: 

The Chairman confirmed that apologies with valid reasons had been received from Cllr J Collinge. It was proposed, seconded and

Resolved: that apologies for absence with valid reasons be accepted from Cllr J Collinge.

3.Declarations of Interest: There were none.

4.To approve and accept as a true record the notes of the meeting of the Council held on 26 September 2019.

Resolved: that the minutes of the parish council meeting held on 26 September 2019 be approved, accepted as a true record, and signed by the Chairman.

5.County Councillor and District Councillor Report:

a. County Cllr A Hagues said that work would soon be starting near the Rugby Club in Sleaford then in May work would start on Holdingham Roundabout. The actual traffic island would be much smaller with traffic lights on some junctions. Work to finish around December 2020.

a. District Cllr Jackson had sent a report this had been circulated to all Cllrs. He also said the Hub would be upgraded with the top two floors as business premises. The café would be upgraded.

A purple bin was being trialled by Cranwell and Scopwick this was for cardboard.

c. Cllr Hagues agreed to report the potholes in Church Lane and the overhanging bushes outside 5 London Road. He was also asked if the sequence of traffic lights at Southgate Sleaford could be looked at.

6.Parish Clerk Update:

a. The Clerk confirmed the streetlight London Road School Lane had been repaired. To date the one in Gorse Lane was still not working. The Clerk to report.

b. Correspondence had been received re the Churchyard burial ground. She said this was now nearing capacity and asked what the Parish Council proposed to do in the future. Cllrs did not think the Churchyard was nearing capacity and there was any cause for concern.

7.Finance:

a. As Tax is now Digital Councils were councils needed to use a Finance Programme. As the Clerk was already trained in EdgeIT it was sensible to use this programme. 

b. The Clerk confirmed that LCC has repaid £454.82 for grass cutting.

c. The Approval List of Payments had been circulated to all Cllrs. It was proposed, seconded and

d. The draft Budget discussed by the Chairman and Clerk had been circulated to all Cllrs. After a short discussion it was proposed, seconded and

Resolved: to increase the Precept to £5200.00

e. After a short discussion it was agreed by all Cllrs to renew the Parish Agreement with LCC for grass cutting.

8.Planning:

a. 19/1077 Planning permission to vary Condition 2 (removal of solar farm and associated infrastructure within 30 years) and extend to within 40 years. FOR INFORMATION ONLY

b.  19/1457 Planning application of erection of side and rear extension 7 Willoughby Close.

9.Correspondence:

a. Confirmation that NKDC had voted unanimously that the Silk Willoughby (and Beckingham) Conservation Area character appraisals and management plans be approved. FOR INFORMATION ONLY.

b. LALC weekly updates – circulated to all Cllrs.

c. A letter of thanks had been received from St Denis’ PCC for our donation. FOR INFORMATION ONLY

10.Training:

a. Cllr Wilson had attended a First Aid at Work Training at Dunholme on 05 November. He reported that it had been very interesting and how every time you attend something has changed.

11. Date of Next Meeting:

a. The date of the next meeting was confirmed as 30 January 2020.
