MINUTES OF AN EXTRAORDINARY PARISH COUNCIL MEETING HELD ON 21 AUGUST 2019 TO DISCUSS PLANNING APPLICATION 19/0967

The Chairman welcomed everyone to the meeting and explained the sole purpose of the meeting was to discuss the change of use of agricultural land to extend boundary of existing garden centre. Land adj. Pennell’s Four Seasons Garden Centre London Road Silk Willoughby.
The Chairman said that agreement had been reached for Pennell’s Holdings Ltd to acquire neighbouring land to allow for an expansion to the existing garden centre. He said initially the change of use application is to secure the generic wide-ranging garden centre use on the proposed extended area so, in due course expansion of the Four Seasons Garden Centre can occur.
He said as well as retail plants and associated products they were proposing to offer restaurant facilities together with other types or retail/concession outlets such as food hall including butchery, shoes, clothes beds, craft, spa pods, conservatories etc etc.
He then opened the meeting to the public.
The consensus was that as a rural village there was increased traffic from the garden centre, the vets and Mountains lorry park and this would only increase. London Road in parts of the village was not wide enough for two lorries to pass and there were real safety concerns when coming out of School Lane and Church Lane. The access to the garden centre and vets was already an issue and there would be increased traffic from delivery vehicles and Noise and light pollution was also discussed. Parishioners were also concerned about the loss of agricultural land.
The Chairman gave details of how to put in objections to this planning application.
He thanked everyone for attending and closed the meeting at 8.10pm
