SILK WILLOUGHBY PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD ON 26 SEPTEMBER 2019 AT 7.30PM IN THE VILLAGE HALL.

Present:

Cllr A Wilson (Chairman)

Cllrs F Wright, W Thackray, Mrs L Roberts and J Collinge

In Attendance:    County Cllr A Hagues, District Cllr R Jackson, 1 member of the press and Denise Gascoyne Parish Clerk

Public Forum:

Cllr J Collinge was concerned about the 2 openings on to fields on School Lane. He said they were wide enough to get vehicles through and thought they were a risk. The fields belonged to Ropsley Estates and Cllr Thackray said he would mention it next time he saw someone from Ropsley Estates

1.Chairman’s Welcoming Remarks:

a. The Chairman Cllr A Wilson welcomed everyone to the meeting.

2.Apologies for Absence: There were none.

3.Declarations of Interest: There were none.

4.To approve and accept as a true record the notes of the meeting of the parish council held on 26 July 2019 and Extraordinary Parish Council meeting held on 21 August 2019

Resolved: that the minutes of the parish council meetings held on 26 July 2019 and 21 August 2019 be approved and accepted as a true record and signed by the Chairman.

5.County Councillor and District Councillor Report:

a. Both the parish council and Sleaford Town Council had contacted Highways re the cycle path, to no avail.

Resolved: to continue to try to get the footpath upgraded

b. Notification had been received that Balfour Beatty Group, Colas Ltd and WSP Ltd have been recommended to deliver Highways Services for LCC from 01 April 2020. FOR INFORMATION ONLY.

6.Parish Clerk Update and Report:

a. The Clerk confirmed she had written to the leader of Lincolnshire County Council as she had not received any reply to her emails from Cllr Davis. The reply from the PA to Executive Councillors said ‘I will pass on your request for a meeting to your County Cllr A Hagues’ 

b. The two flower planters either side of the village were now in an extremely poor state. The Chairman had looked at planters at a garden centre but felt concrete ones would be the best for the area. Cllr Thackray said these kinds of things often came up at farm sales.

Resolved: Cllr Mrs Roberts investigate the purchase of two planters.

7.Finance:

a. A quotation for £1486.00 plus VAT had been received from Smith of Derby for the repair of the Church Clock.

Resolved: to donate 25% of the cost.  Therefore, a cheque was raised for £445.80

b. The Approval List of Payments had been circulated to Cllrs.

c. The draft budget had been circulated to all Cllrs. The Chairman reminded Cllrs that we were proposing to start work on a village hall carpark. Although we would be applying for grants we would need to pay for Architect fees so that needed to be included in the budget.

Resolved: that the Chairman and Clerk meet to discuss the budget and in between meetings circulate to Cllrs for approval at the November meeting.

d. The Clerk confirmed that the invoice for reimbursement for grass cutting on behalf of LCC had been sent. FOR INFORMATION ONLY.

8.Planning:

a. 19/0967 a planning application for change of use of agricultural land to extend boundary of existing garden centre Pennell’s Four Seasons Garden Centre had been received.  This had been discussed at the Public Meeting held on 21 August 2019 (notes attached to these minutes)

b. 19/1077 application to vary condition 2 removal of solar farm within 30 years to 40 years.

Resolved: to make no comments on this application.

c. 19/0967 Notification had been received of withdrawal of planning application for change of use of agricultural and to extend boundary of Pennell’s Four Seasons Garden Centre. The Chairman thanked County Cllr A Hagues, District Cllr R Jackson and the parishioners of Silk Willoughby for coming together as a village and voicing their opinions against the planning application.

9.Correspondence:

a. LALC Weekly updates – circulated to all Cllrs

b. Latest from Information Commissioner re General Data Protection – forwarded to Cllr Wilson.

c. LALC News Issue 170 – circulated to all Cllrs.

d. LALC Annual Report – forwarded to Cllr Wilson.

10. Training:

a. Cllr Wilson said he would attend the First Aid at Work Dunholme Old School 05 November. It was proposed, seconded and

Resolved: The Clerk would book his place on the training course.

11. Date of Next Meeting:

a. The date of the next meeting was set as 28 November 2019
