MINUTES OF SILK WILLOUGHBY PARISH COUNCIL MEETING HELD ON THURSDAY 25 SEPTEMBER 2025 AT 7.00PM IN THE VILLAGE HALL.

Cllr Bell had checked the defibrillator and confirmed it was in good working order.
1.Chair’s Welcome.
The Chair Cllr Roberts welcomed everyone to the meeting.
2.Apologies for Absence.
Apologies for absence with valid reasons had been received from Cllr J Wright. It was proposed, seconded and
Resolved: that apologies for absence with valid reasons be accepted from Cllr J Wright.
3.Declarations of Interest.

4.To approve and accept as a true record the notes of the Parish Council meeting held on 31 July 2025. It was proposed, seconded and
Resolved that the notes of the Parish Council Meeting held on 31 July 2025 be accepted as a true record and these were signed by the Chair.
5.Report from County Cllr Whitaker/District Cllr Jackson
Cllr Whitaker told the meeting that Local Government Reorganisation is shaping your Lincolnshire for the better. He asked if we would put posters up in the notice board.
A new Lincolnshire Resilience Forum was being set up and each Parish taking part would receive and Emergency Box worth approx. £300 for each parish.
He also said the Mayor of Greater Lincolnshire had launched LORE – Lincolnshire Opposes Renewable Eyesores. She had met with NKDC to discuss creating jobs especially in farming and agriculture. Money had been put into the Dental School. She wanted carers to be paid proper wages.
A great exhibition of Lincolnshire would take place on the Lincolnshire Showground on 21 October 2025. Sponsors were being sought.
6.Chair Update
a. The Clerk confirmed Govt.UK emails were being pursued. The Chair said that Parish Online were offering Govt.Uk emails with one free to the Clerk. It was proposed, seconded and
Resolved to investigate and the Clerk would report back at the next meeting.
7.Parish Clerk Update
a. LCC were offering a one-tonne bag of salt to be delivered to the parish. It was proposed, seconded and
Resolved to accept the offer and order a one-tonne bag of salt to be delivered to the village hall.
8.To adopt the following policy
a. The adoption of the IT Policy was adjourned until next meeting.
9.Finance
a. The Bank Reconciliations and Cashbook to 31 August 2025 had been circulated to all Cllrs. It was proposed, seconded and
Resolved to accept the Bank Reconciliations and Cashbook to 31 August 2025.
b. The Approval List for Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved to accept the Approval List and the following cheques were signed by Cllr W Thackray and Cllr L Roberts.

The Clerk confirmed that Cathedral Stationery would be split 3 ways between Ancaster, Wilsford, and Silk Willoughby. Ancaster and Wilsford had both paid £163.74 each into the account by BACS.
c. The Clerk confirmed the Money Market account had been reinvested on 11 August 2025.
d. The Clerk confirmed that PKF Littlejohn have received and logged the AGAR as exempt status for 2025.
e. HSBC had made changes to Business Money Market Fixed Deposit Accounts, and these were explained to Cllrs.
f. The request for a donation for the automatic regulation of the Church Clock was discussed. It was likely that the deposit would be needed to be paid before the next meeting. It was proposed, seconded and
Resolved: to fund the final stage of the automatic regulation of the Church Clock and pay the deposit if required before the next meeting.
g. The Chair and Clerk had met to prepare the Budget and Precept for 2026/2027. A small increase to the Precept had been suggested of 3%. It was proposed, seconded and
Resolved to accept the increase but finalise the amount at the November meeting.
10.Village Hall
a. The Chair of the Village Hall attended the meeting and gave an update on the village hall including bookings had increased, and they were in contact with the Charity Commission.
The Chair thanked the Village Hall for all their hard work.

Resolved to make no comments on this application.

Resolved to make no comments on this application.
13.Date of Next Meeting.
a. The date of the next meeting will be confirmed at 7.00pm in the village hall.
