MINUTES OF THE SILK WILLOUGHBY PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON THURSDAY 30 JANUARY 2025 AT 7.00PM

Cllrs Thackray, Bell, K Wright, and J Wright
 
In Attendance: County Cllr  A Hagues, District Cllr R Jackson, 7 parishioners and Denise Gascoyne Parish Clerk
 
Public Forum: None – meeting began at 7.00pm
 
1.Chair’s Welcome. Cllr L  Roberts welcomed everyone to the meeting.
 
2.Apologies for Absence.
None
 
3.Declarations of Interest. 
None
 
4.To approve and accept  as a true record the notes of the Parish Council Meeting held on 28 November 2024. It was proposed, seconded and
Resolved: that the notes of the meeting held on 28 November 2024 be accepted as a true record. These were signed by the Chair.
 
5.Reports from County Cllr Hagues/District Cllr Jackson.
County Cllr Hagues had visited the affected area. Luckily, this time the water had not gained access to the properties. LCC will be checking the gully at the end of Church Lane. If the gully leads to a soakaway it is possible it would not be able to cope with such downpours.
 
County Cllr Hagues said he had received complaints from residents on Handley Chase with water coming down the hill. To date Anglian Water had not responded.
County Cllr Hagues said as far as he knew the County Elections scheduled for May was still going ahead, although it is likely that boundaries will change in the next couple of years. 
The request to repaint the Roundels had been reported to Highways. To date no reply had been received. This to be included on the March agenda.
 
District Cllr Jackson had forwarded his report. Copies had been circulated to all Cllrs.
No further information had been received as to CIL Payments. This to be included on the March agenda.
 
6.Chair Update.
a. Update on Church Clock auto-regulation was postponed until the March meeting.
 
7.Parish Clerk Update.
a. An email had been received from Anglian Water saying that they are supporting communities and would like to explore ways to get involved at Silk Willoughby. It was proposed, seconded and
Resolved: to keep the email on file.
 
b. A FOI Request had been received re Stream Bioenergy. Silk Willoughby Parish Council had never been approached by this company. The Clerk had replied stating this.
c. The Clerk confirmed we still have over 2 hours available for maintenance of the website.
d. The Clerk confirmed she was requesting quotations for Insurance, the cover in place is a blanket insurance and covers playground equipment etc that we do not own.
 
e. All Cllrs had received a calendar of meetings. It was proposed, seconded and
Resolved: to accept the Calendar of meetings and add one to the website.
 
8.Finance.
a. The Bank Reconciliations and Cashbooks to 30 November 2024 and 31 December 2024 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 30 November 2024 and 31 December 2024. The Chair signed the paperwork.
 
b. The Approval List for payments had been circulated to all Cllrs. It was proposed, seconded and 
Resolved: to accept the Approval List for payments and Cllrs Thackray and J Wright signed the cheques.

c. One  HSBC Savings account had matured. This had been reinvested and would mature on 10 April 2025.
Two other saving accounts would mature on 06 February. After a short discussion, it was proposed, seconded and
Resolved: to reinvest these two accounts for 12 months.
 
d. The Clerk confirmed that the Precept request of £6000 had been submitted to NKDC.
 
9.Village Hall.
a. The Chair told the meeting she was delighted that the Village Hall Committee had now decided they wanted to carry on running the village hall. The village hall committee were thanked by the Chair for bringing this issue to a satisfactory conclusion.
A letter from the Charity Commission and a letter from the village hall  had been sent to the Parish Council, but as this was only received this week, these would be put on the Agenda for March.
The Parish Council would write to the village hall committee outlining the information they require going forward.
The Parish Council had approx. £200 in Pennels Garden Centre Vouchers. It was proposed, seconded and
Resolved: to pass these on to the village hall committee. 
 
10.Correspondence.
a. LALC e-news – circulated to all Cllrs.
b. NKDC November/December newsletters – forwarded to Cllr Roberts.
c. SLCC The Clerk – forwarded to Cllr Roberts.
d. Sleaford Neighbourhood Plan – forwarded to Cllr Roberts.
e. LCC Budget and Council Tax Proposal 2025/2026 – comments by 28.01.25
f. Consultation on proposed development of Mainstream Special Educational  Needs and Disabilities (SEND) Hub at Church Lane Primary School – forwarded to Cllr Roberts.
g. NKDC Parish and Town Council Newsletter January 2025 – circulated to all Cllrs.
h. Central Lincolnshire Design Code - circulated to all Cllrs.
 
11.Training.
a. LALC Training Bulletin – forwarded to Cllr Roberts
b. Introduction to Planning. Zoom 6.00pm-7.00pm 04.02.25 – information passed to Cllr Roberts. Unfortunately, nobody was available to attend this zoom meeting.
 
12.Date of Next Meeting.
a. The date of the next meeting was confirmed as 27 March 2025 at 7.00pm in the village hall.
 
13.To resolve to exclude the media, press and members of the public from the meeting in accordance with S.1(2) Public Bodies (Admission to Meetings) Act 1960 due to the confidential nature of business to be transacted regarding staffing matters.
a.An email had been received from the former clerk. It was proposed, seconded and
Resolved: to put this is the hands of a solicitor.
