MINUTES OF SILK WILLOUGHBY PARISH COUNCIL MEETING HELD ON 26 FEBRUARY 2026 AT 7.00PM IN THE VILLAGE HALL

1.Chairs Welcome
a. The Chair Cllr Roberts welcomed everyone to the meeting. Due to a number of reasons, we had been unable to meet since September. She explained tonight’s meeting was just to co-opt a new Cllr and clear outstanding finance issues.
2.Apologies for Absence
a. Cllr K Wright had sent his apologies with valid reasons. It was proposed, seconded and
Resolved to accept apologies with valid reasons from Cllr K Wright.
3.Declarations of Interest There were none.
4.To approve and accept as a true record the notes of the meeting of the Parish Council held on 25 September 2025.It was proposed, seconded and
Resolved that the minutes of the meeting held on 25 September 2025 be accepted as a true record and these were signed by the Chair.
5.Vacancy for a Parish Councillor
a. NKDC have confirmed that as no election after the premature death of W Thackray has been called we can now co-opt a new parish councillor.
Adrian *changed to Aidan Cooney had registered an interest in becoming a parish councillor. He told a little about himself and the reasons he wished to become a Cllr.
Cllrs voted in favour of Mr Cooney being co-opted as a parish councillor.
Mr Cooney signed the Declaration of Acceptance of Office and DPI forms and was welcomed by the Chair to the post of Parish Councillor.
Cllr Cooney also signed a Dispensation Request Form so he could update the Parish Council on Church matters.
6.To adopt the following policy
• IT Policy
The IT Policy had been circulated to all Cllrs. It was proposed, seconded and
Resolved to accept the IT Policy and a copy would be included on the website.
7.Finance
a. The Bank Reconciliations and Cashbook to 30 September, 31 October, 30 November. 31 December and 31 January had been circulated to all Cllrs. It was proposed, seconded and
Resolved to accept the Bank Reconciliations and Cashbooks to 30 September, 31 October, 30 November, 31 December, and 31 January 2026.
b. The Approval List for Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved to accept the following payments and these were signed by Cllrs.
Cathedral Stationery Paper £45.48
Tidy Gardens & Grounds Grass cutting £595.50
HMRC Employers’ contribution £27.00
LALC Subscription £170.06
LALC Training £156.00
Silk Willoughby V Hall Hire Charges £45.00
Prowebs Anti-virus £40.00
D Gascoyne 4mths Wages £1014.00
D Gascoyne Repay NFU Mutual £28.25
c. The Clerk confirmed that accounts 0086 and account 1073 had been reinvested for a further 4 months.
d. The Automatic Time Regulator for the Church Clock was now repaired, and everything was running as it should be. Previously, the Parish Council had agreed to fund the Automatic Time Regulator from the Solar monies. It was proposed, seconded and
Resolved to pay the following cheque which was signed by Cllrs J Wright and Roberts.

8.Date of Next Meeting
a. The date of the next meeting was confirmed as 26 March 2026 at 7.00pm in the village hall.
